PIL Program: Utilizing the Standards Aligned System (SAS) to Improve Career and Technical Achievement through Effective Teacher Supervision Strategies
TARGET AUDIENCE: Career and Technical Supervisory and Administrative Personnel

REQUIRED FOR: Cohort I schools must send 1 to 3 participants at no cost
DESCRIPTION
The purpose of this PIL is to assist Career and Technical Education (CTE) administrators and supervisors to increase student achievement by working with instructors to develop Instructional Supervision Plans that focus on research-based behaviors that are closely associated with increasing levels of student achievement. The research-based behaviors include programmatic strategies, instructional components, instructor-directed and student-centered practice activities, and enhanced student engagement in the curricular areas being addressed. The 30-hour program will include seven hours of instruction during the initial session, four hours of on-line instruction, 15 hours of job-embedded assignments, and a four-hour culminating session. Participants will create Instructional Supervision Plans to assist instructors with, and determine the frequency of, instructor behaviors associated with increased student achievement.
At the conclusion of the PIL, participants should be able to:
· Demonstrate an understanding the SAS
· Develop strategies for including SAS into instructional supervision practices
· Develop an understanding of research-based instructor behaviors associated with increased student achievement
· Determine the presence and quality of student achievement-related teaching behaviors during an instructor observation
- Perform multiple approaches to instructor observation including traditional observations, short walk-through observations, and longitudinal walk-throughs
· Evaluate instructor behaviors associated with increases in student achievement
· Collect data on student responses to teacher behaviors associated with higher levels of student achievement
· Measure student engagement that is linked to instructor behaviors associated with higher levels of student achievement
- Analyze CTE student achievement data to determine actual changes in student achievement and determine the correlation of those changes with the presence of instructor behaviors associated with higher levels of student achievement.
Act 45 and 48 Credits
This PIL is approved for Act 45 credit for those who are required to earn PIL credits. It is also approved for regular Act 48 credits for those who are not required to earn Act 45 credits. Act 45 and 48 credits will be awarded upon completion of the entire program.
Dates and Locations
The initial sessions for this PIL will be offered on:
October 18, 2011 (Initial Session) – Nittany Lion Inn, State College – Time 10 AM – 5 PM
November 8, 2011 (Initial Session) – Country Inn & Suites, Wyomissing – Time 9 AM – 4 PM
November 10, 2011 (Initial Session) – Holiday Inn, Monroeville – Time 9 AM – 4 PM
Registration
PACTA is encouraging team participation in this PIL. The cost for the first registrant from a school is $300, the second $225 and the third $200. The charge for additional registrants is $200. The registration fee covers the entire 30-hour course.
Accommodations
A block of rooms for PIL participants has been reserved at the Nittany Lion Inn for the night of October 17. The rates are $120.00 single or double occupancy. Individuals are responsible for making reservations for hotel accommodations. Identify yourself as part of the PACTA group when making reservations. The group reservation identification number is PACJ11C. Make your reservations by October 3, 2011. Reservations made after that date will be on an as available basis at regular rates. The other sessions are regional so to be within a day travel.
Registrants from Schools Participating in the PDE Technical Assistance Project
A number of PACTA member schools are participating in the Bureau of Career and Technical Education’s Technical Assistance Program (TAP). This PIL is a required component of that program. TAP Cohort I schools may send up to three individuals to this PIL at no cost for the registration fee to the school. PDE will pay the registration fee.
