PIL Program: Utilizing Data Driven Decision-making to Increase the Occupational Competency Assessment Performance of Career and Technical Education Students

Description
The Pennsylvania Association of Career and Technical Administrators has received approval from the Pennsylvania Department of Education to offer a Pennsylvania Inspired Leadership (PIL) program for administrators entitled Utilizing Data Driven Decision-making to Increase the Occupational Assessment Performance of Career and Technical Education Students. The program will encompass 30 hours of educational programming including six hours of instructional time at the beginning of the program, two hours of instructional time at mid-year, and six hours once assessment data has been received and compiled. Additionally, a minimum of 16 independent hours of data analysis, planning, and final reporting will be included.
Participants will be involved in the program for 30 hours over one school year which will span from the time the occupational assessment scores are received in the base year until the occupational assessment scores are received in Year One. The occupational assessments covered in this program will be aligned with the new Chapter 339 requirements for Career and Technical Educational along with the Perkins IV requirements for data analysis and program improvement. The program will be data analysis intensive and designed to provide participants with the skills to discover curricular, instructional deficiencies and implement action plans to correct discovered deficiencies during a school year. Participants will develop an understanding of the occupational assessment components for each CTE program and how to increase instructional time for those areas which are assessed most frequently.
As part of the PIL requirements, participants will develop a Strategic Initiative which will identify the state approved programs in the participant’s school, identify program strengths, identify curricular and instructional deficiencies, provide an analysis of root causes of deficiencies, and establish an action plan for change and improvement along with timelines for follow-through. Participants from TAP schools will develop a Getting Results document. Participants from non-TAP schools may develop a Getting Results document or prepare a final report.
Act 45 and 48 Credits
This PIL is approved for Act 45 credit for those who are required to earn PIL credits. It is also approved for regular Act 48 credits for those who are not required to earn PIL credits. Act 45 and 48 credits will be awarded upon completion of the entire program.
Date and Location
The initial session for this PIL will be held on Tuesday, October 19 from 10:00 a.m. to 5:00 p.m. at the Penn Stater Conference Center in State College. The mid-year 2-hour session and the 6-hour final session will both be held on a regional and/or state basis on dates to be determined.
Registration
PACTA is encouraging team participation in this PIL. The cost for the first registrant from a school is $300, the second $225 and the third $200. The charge for additional registrants is $200. The registration fee covers all three sessions.
Accommodations
A block of rooms for PIL participants has been reserved at the Penn Stater Conference Center Hotel for the nights of October 18 and 19. (This PIL is being offered in conjunction with a PSSA PIL on October 18 and a PACTA General Membership Meeting on October 20.) The rates are $105.00 single and $115.00 double occupancy. Individuals are responsible for making reservations for hotel accommodations. Identify yourself as part of the PACTA group when making reservations. The group reservation identification number is PACJ10E. Make your reservations by September 17, 2010. Reservations made after that date will be on an as available basis at regular rates. Registrants from Schools Participating in the PDE Technical Assistance Project
54 PACTA member schools are participating in the Bureau of Career and Technical Education’s Technical Assistance Program (TAP). This PIL is a required component of that program. TAP Cohort II schools may send one representative and TAP Cohort III schools may send up to three individuals to this PIL at no cost to the school. PDE will pay the registration fee.
NOCTI Pre-tests and Study Guides
It is recommended that all schools participating in this PIL order NOCTI pre-tests and study guides. Pre-tests are to be administered to students in the spring of their junior year or in the fall of their senior year. Non-TAP schools should order these materials directly through NOCTI. PDE will provide pre-tests and study guides to TAP schools. These schools are required to place orders through Penn State Greater Allegheny using the TAP Order Form. Updated Order Forms will be available in August.
