Utilizing Data Driven Decision-making to Increase the Occupational Competency Assessment Performance of Career and Technical Education Students
Description
The Pennsylvania Association of Career and Technical Administrators has received approval from the Pennsylvania Department of Education to offer a Pennsylvania Inspired Leadership (PIL) program for administrators entitled Utilizing Data Driven Decision-making to Increase the Occupational Assessment Performance of Career and Technical Education Students. The program will encompass 30 hours of educational programming including six hours of instructional time at the beginning of the program, two hours of instructional time at mid-year, and six hours once assessment data has been received and compiled. Additionally, a minimum of 16 independent hours of data analysis, planning, and final reporting will be included.
Participants will be involved in the program for 30 hours over one school year which will span from the time the occupational assessment scores are received in the base year until the occupational assessment scores are received in year one. The occupational assessments covered in this program will be aligned with the new Chapter 339 requirements for Career and Technical Educational along with the Perkins IV requirements for data analysis and program improvement. The program will be data analysis intensive and designed to provide participants with the skills to discover curricular and instructional deficiencies and implement action plans to correct discovered deficiencies during a school year. Participants will develop an understanding of the occupational assessment components for each CTE program and how to increase instructional time for those areas which are assessed most frequently.
As part of the PIL requirements, participants will develop a Strategic Initiative which will identify the state approved programs in the participant?s school, identify program strengths, identify curricular and instructional deficiencies, provide an analysis of root causes of deficiencies, and establish an action plan for change and improvement along with timelines for follow-through.
At the conclusion of the 30 hour PIL, participants will generate a Final Report which will contain the following:
- Occupational assessment analysis for each CTE program
- A comparison of achievement from the baseline year to year one for each program
- An action plan analysis from the Strategic Initiative on student achievement
- Identification of the Strategic Initiatives resulting in improved student achievement
- Charts depicting changes in student achievement for each CTE program
- A summary of the all results
- Revised student achievement action plans covering the period of time from year one to year two
Act 48 Credit
This PIL is approved for PIL Act 48 credit for those who are required to earn PIL credits. It is also approved for regular 48 credits for those who are not required to earn credits. Act 48 credits will be awarded upon completion of the complete program.
Date and Location
The initial session for this PIL will be held on October 6 from 10:00 a.m. to 5:00 p.m. at the Nittany Lion Inn in State College. The mid-year 2-hour session and the 6-hour final session will both be held on a regional basis and/or via webinar.
Registration
PACTA is encouraging team participation in this PIL. The cost for the first registrant from a school is $300, the second $225 and the third $200. The charge for additional registrants is also $200. The registration fee covers all three sessions. The registration fee covers all resource materials, refreshments and meals during the sessions. Download the registration form.
Accommodations
A block of rooms for workshop participants has been reserved at the Nittany Lion Inn for the evenings of October 5 and 6. (This PIL is being offered in conjunction with a PSSA PIL on October 5 and a PACTA General Membership Meeting on October 7.) The rates are $110.00 single and $120.00 double occupancy. Individuals are responsible for making reservations for hotel accommodations. Identify yourself as part of the PACTA group when making reservations. Registrants from School Participating in the PDE Technical Assistance Project
37 PACTA member schools are participating in the Bureau of Career and Technical Education's Technical Assistance Program (TAP). This PIL is a required component of that program. TAP Cohort 1 Schools may send one representative and TAP Cohort II Schools may send up to three individuals to this PIL at no cost to the school. PDE will pay the registration fee. Please indicate on the registration form if your school is participating in the TAP.
NOCTI Pre-tests and Study Guides
PDE will be providing NOCTI pre-tests and study guides to all seniors in TAP schools. The pre-tests are being administered in September or October. Those schools will be receiving order forms shortly. We are recommending that all schools participating in this PIL order the pre-tests directly from NOCTI and administer them to their seniors in September or October.
